Overview
Waupun adopted the Wisconsin state residential and commercial codes by reference.
13.01. CODES ADOPTED BY REFERENCE. (Rep. & recr. #80-25)
(1) Chs. ILHR 20 through 25, Wis. Adm. Code, establishing construction standards, energy conservation standards and providing for the administration and enforcement of such standards or one-family and 2-family dwellings, and all amendments thereto are adopted by reference, made a part hereof and incorporated herein.
(2) Such standards shall apply to additions hereafter made to existing one-family and 2-family dwellings.
(3) Such standards shall also be reasonably applied to the remodeling of existing one-family and 2-family dwellings, it being the intention to apply the safety and energy conservation standards of the above Administrative Code chapters to the remodeling of existing structures in those instances where such standards can be applied without unreasonable expense to the applicant. There shall be no requirement for obtaining a permit for placing a new furnace in an already existing building. (Am. #90-9)
(4) The following provisions of the Wisconsin Administrative Code are adopted and future amendments, revisions or modifications of these portions are also incorporated herein. However, all provisions relating to any penalty to be imposed are not adopted by §18.04 of this Municipal Code shall govern violations of this section. (Cr. #85-9)

See Waupun Code of Ordinances, Chapter 13, Sec. 13.01. Note that the reference are to the older citations and numbering (e.g. ILHR 21). The Wisconsin codes were renumbered. So, ILHR 21 is now SPS 321. The state code only applies to new construction; the adoption by Waupun extends the code to additions and remodeling.
For commercial property, Wisconsin adopted the 2009 IBC. It applies to "code applies to all public buildings and places of employment" with certain exception. See Wis. Admin. Code § 361.02. The Code defines "public buildings" and "places of employment." Id.
Additional requirements and amendments can be found in Wis. Admin. Code § 362.
The highest authority is reserved by the state. See Wis. Admin. Code § 361.03. However, local jurisdictions may adopt stricter standard that are not in conflict. Id. Furthermore, local jurisdiction, including counties, may take on inspection and review responsibilities. See Wis. Admin. Code § 361.60.
Wisconsin adopted the2009 IEBC, subject to the modifications specified in chapter SPS 366.
Waupun building inspection is jobbed out to an engineering firm.

Existing Buildings
Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.
Although the state code only applies to new construction, additions and alterations for buildings constructed after 1980, the adoption by Waupun extends the code to additions and remodeling.
